That's indeed Dust Devil. The picture is taken from imcdb. The vehicles are South African Reumech OMC Casspir's.
This movie is also filmed in Namibia and South Africa.

I kind of figured it was too iconic of an image to remain a mystery for long. I don't have a copy of the movie so a cool but obscure scene wasn't available. I enjoyed the movie and this shot is about all that really ties it to Hardware visually as a prequel.

we should keep this going i missed it
i can think of about a dozen American car cult movies. but those would be way to easy. i never even heard of most of these. the car though thats an awesome movie id like a replica of the lincoln mark 3.
