With the way that the power of tech has increased and the price of tech has decreased, it should be relatively easy to get consumer-grade equipment that's still good enough to make a 1 hour fan film. Get 20 or so fans together, a couple of cameras, some bikes, cars, trucks and other miscellaneous souped-up gear, some airsofts, go to a junkyard and weld half of it together into your own Bartertown and film a short story!
Okay, so there's a bit more work to it than that, but still, not nearly as hard to do as it would have been even 5 or 10 years ago. If Star Trek, Star Wars, and Firefly fans can be making their own fan shorts, why not Mad Max fans?
