Can anyone tell me the best way to make the blower turn off and on, thanks.

You can't. Not unless you have a an automotive engineering team behind you. I believe Toyotas MR2 had a supercharger that had an intake bypass built in, but that is a factory design.
I assume you have read thru this site enough to know that the MM blower was a fake.......
A realistic streetable motor is usually optimized for blown or unblown operation, not both. If you understand how a blowers works, you will see the problems.
Why do you want that anyway?
