Filling the barrels with epoxy does not meet requirements in the U.S. Only filling with concrete, like with a cannon, or welding in steel is acceptable. Epoxy is to "readily removed" which meets the BATFE's requirement for "easily convertable to functioning condition" and is therefore a no-no.
Let's be careful out there.

I made a replica of the double barreled shotgun that the hero Ash used in Evil DeadII/Army of Darkness. I wanted to be able to twirl it on one finger like Ash does, too. I took a real, functioning shotgun and sawed off the barrel. Then I had to make the center of gravity (for easy twirling) be at the triggers, so I drilled a hole in the stock and pounded a steel rod in there to balance it out. I cut out the trigger assembly and the firing pins and epoxyed in a fire extinguisher pin, along with epoxying the barrels shut. The end result (after some practice) is a twirlable double barrel. Any thoughts on its legality? I was able to carry it around (in an Ash costume) at a rennisance festival and a costume convention with little problem. I did get kicked out of the convention for my "Postal Worker gone Postal" outfit: mail carrier uniform with various (fake) guns and ammo belts. The thing that did it was the road flares duct taped together with wires and timers. Some people just can't take a joke...
