Anyone know what the 'rack' thing is supposed to be that we can see on it?

I honestly have NO idea what the purpose of this rack would be. Unless those rolls with barbed wire are ment to be spinning at all times to protect from people jumping onto the back of the car? Hell, your guess is as good as mine.

it doesn't look like barbed wire. it looks more like a conveyor belt with stays sticking out.
