My thought is fighting or action shots you just don't want to do on a moving rig. Or, as you say, for painting in a background, but....what sort of background? There is not a lot to be seen in the shooting location, just rocks and flat desert. I can see doing scenes with the actors and needing to match the atmosphere and lighting of the moving scenes. Or maybe there is a need for backgrounds that aren't available or are cost prohibitive to build. Urban wreckage? I think urban decay is most likely. It makes sense to me that Miller would show what he could not before and have a damaged city or, as you say, some imagery like the submarine.
