I found this vendor called leathercycle.com and they apparently have already made this jacket before. I sent them an email today and will post the follow-up once I hear back from them. It reads as follows:
Hi, I found you website looking for a specific style of jacket. The style is that of the jacket worn by Mel Gibson in the movie Mad Max II and Mad Max Beyond Thunderdome. I found that jacket on your website item# LCM42A (I've attached a photo). I would like to purchase one jacket size Mens US. Std. 48 (XL) and will then write a review on it upon reciept based on the quality, price, and most importantly customer service (communication, delivery time, ect.) on the website: madmaxcostumes.com and filmjackets.com. I think with a positive review you could expect to get at least a dozen more jacket orders possibly more. Another manufacturer for an MM2 jacket (even an expensive one) would be big news.
As for the jacket you posted, I would recommend they change the lapels and the collar. The lapels are wrong, it looks like they snap down a bit too low for example, and the collar looks too wide and thick (looks too much like the MM1 collar).

Well I've had zero luck with any other vendors for this jacket unless you want to spend $500 to have a custom one made.
However I did finally get one from Southbeachleather and I have to say it's pretty darn nice for the money. I ended up waiting over three months

I just noticed something - Those photos above are actually of the same jacket on both sites. The same exact photos actually. That Japanese jacket has been around for years so something tells me that leathercycle.com just lifted their pics. It doesn't surprise me that you never heard back from them.
Yes, other than custom it seems that SBL is the viable supplier of this jacket at the moment. Luckily most folks don't have to wait three months to get a jacket from them.
Humvee - that Japanese site has been around for a long time (since before I started MM costuming.) Their stuff is very high quality in terms of materials, but not always 100% accurate. And very expensive obviously. I like the fact that they offer a weathered Road Warrior jacket, but the weathering isn't actually all that accurate. And yes they offer a complete shoulder pad, but unfortunately it isn't accurate either. The plate is wrong, and the pad itself looks to be made out of leather.
I think our best hope for a high quality RW jacket would be Abbyshot, since they already do a pretty good job with the MM1. But I'd be surprised if we ever see that since most people want to buy a "complete" jacket, not one they have to cut a sleeve off and add a shoulderpad to. And places like Abbyshot don't usually do things like recreate vintage football pads and weather up their jackets. Though if they ever wanted to I'm sure there are folks like us that would be happy to advise them on it.

I spoke with Abbyshot and they said they could make a MMII jacket but it was super pricey seeing that it basicly would be a one-off.

That's interesting. Would it just have been the jacket "as new" with two full sleeves? Or were they going to cut off the sleeve and do some other things to it?
Would it be all right for you to share what price they quoted you? Was it in US or Canadian? Because if you didn't specify they might have quoted you the Canadian price since that's their default.

It was for a custom made jacket with both arms, two front zippers and the straight seam on the back. I don't remember the exact price but I think it was in the upper $500 range US. Actually, that's a very fair deal for a nice custom jackat that can be worn on a daily basis, however I just can't pony up that kind of dough for a jacket I'm gonna only wear as a costume once in a while.
Sombodys selling one on Ebay right now for $350 but it's not correct. It has side snaps and the front pockets are too low IMO.
