All of the vintage Aussie firefighting tool sets I've seen have been on belts like the one pictured above on eBay.
So yes, it is assumed that they pulled off the axe and spanner pouches from a belt like this one, discarded the fireman's belt, and slid them onto a sam browne belt instead.
