1- Has the movie production been started on October 24th, 1977 - the very exact day when I was born? Because Miller later claimed September 1977, wehn Tom Hardy was born.

2- Has the Max Rockatansky character been conceived in 1973 or 1975, technically speaking?

Yes, the date is correct

The character of Max was created in 1974, when they wrote the script.
Before, Byron Kennedy was already thinking of making a cop movie... but Max obsviously was created for the MM script, written in 1974.
