Flashback / dream sequence doesn't have to be real or based on anything , those people may not be people he actually ever dealt with , after seeing the pic of his wife and daughter in the game previews I feel there is some connection with the girl especially as we her her say " Pa "

Doesnt Max say "here they come again" just before they appear in the first chase with the interceptor
"Course I'm going on, Shut up, Peoples lives are in peril..."
