Rumours are that this particular Max was part of some kind of SWAT unit ... and that finding the earpiece acted as a sort of comfort to him, whether it worked or not. Some kind of link to the past, to when he had team-mates to fall back on. This would perhaps tie-in with people's memories of him wearing it quite a lot during the test screenings.
I'm not sure about this to be honest.
Personally, it looks like an earpiece that connected Tom Hardy to George Miller or whoever behind the camera, keeping him informed during some sequences and giving him directions.
Either way, it was painted out during the finished film.

It was likely used by Hardy to take cues while filming and wasn't intended as part of the costume. In some interviews they said it was difficult to hear normally (and act) over the constant roar of engines.

yeah that would of been a huge task, but they definitely films some scenes with it in. See below.
