Gents, "Silver Tongue" is listed in the credits of the film. I always figured that He & the "People's Observer" are the two guys that spring Johnny. I believe that People's Observer is the complaining, high-pitched-talking guy ("...that's exactly what you're going to do!...

That is a goof. It is really a boat that had a poorly designed hatch. The submergence was unplanned. They later sealed the original hatch, and put in one in a different location.
